Paraguay’s President Lugo: A Beloved Pastoral Leader Now Going Through an Exceedingly Rough Patch

Tomorrow, COHA will publish Research Associate, Billy Lemus’ article reviewing Paraguayan President Fernando Lugo’s first year in office. He will examine the abundance of crucial issues which Lugo has had to face in Asunción thus far, including negotiations with the Brazilians over the controversial Itaipú Dam contract, attempts at land reform, and the ever-fickle relationship between the country’s main political factions, the Colorado Party (ANR) and the Authentic Radical Liberal Party (PLRA). Looking ahead, Lemus will argue that even if the president’s explosive personal life does not tragically become the cutting edge of his presidency, for Lugo to remain relevant, he must prudently choose his battles and to learn to put his head down at critical moments.
